MSE always disables it by default. Simply right click on the block program Icon in the task tray and click run program, allow Vista to run the msconfig program entitled System Configuration. The option in the KB of reinstalling Vista is (or may be, at least)--much like a repair install on XP. Sidenote : you can not uninstall Defender.
